Here are top difference between ignou and swayam.

(1)I cannot comment on the government decision but i can explain you the difference between the IGNOU system and the Swayam system of learning.

(2) Swayam is a choice based credit system launched by MHRD Government of India.Under Swayam system,you may learn different subject/course other than your default/current academic stream. for example, an engineering student may learn some courses from History stream.

(3)IGNOU is a leading partner and contributor in Swayam system along with IIT's, IISc and other universities for course development and implementation.

(4)According to Gazette of India,It is mandatory for parent institution to include the credit earned by a student under the Swayam system in his /her academic certificate.

(5)Swayam is an online learning system but there is a provision of proctored testing/offline testing.
(6) You can not compare IGNOU system of learning and Swayam system. iGNOU issued separate mark sheet for its particular certificate course but in the Swayam, credit earned by you will be included by your parent university in your degree course marksheet.
(7) IGNOU is a university but Swayam is not an university.
